A 21-year-old man was shot dead on the 2800 block of North Orkney Street in Fairhill on Sept. 7 that year, according to PPD.
In the new video, the suspect is seen riding around on a white scooter before appearing to fire at a person sitting in a parked vehicle.
Detectives said the shooter fled the area on his scooter and was last seen heading north on 11th Street from Monmouth Street. He was wearing a black hooded jacket with black pants, they added.
